About CRS

CRS was founded in 1972 in Michigan and has been located in Gettysburg, Pennsylvania since 2001. Offices were operated in Maine and Maryland in the past.

CRS maintains a small core staff of trained professionals with specific skills.  Educational backgrounds and fields of interest of the core staff include criminal justice planning, education, urban and institutional systems, environmental psychology, statistics, architecture, social change, law, and human service delivery. Rod Miller has headed the organization since it was founded and he has had a central role in all projects. His work has taken him to more than 1,500 jails and prisons throughout North America.

Since incorporation in 1972, CRS has delivered services to a diverse group of clients, primarily in the corrections and detention fields, at the local, regional, state, and national levels.

CRS uses an interdisciplinary approach in all projects, and we have found that a “systems” perspective is necessary to meaningfully define and solve problems.    Much of our work is predicated on participatory planning.  Our experience over more than 38 years proves that the most effective projects we have been involved with are built on a high level of involvement with, and from, our clients.

We also call upon specialists as we need them and their expertise for various projects.  More than seventy persons have been involved with CRS projects in this way since 1972.    The core staff and specialists are supplemented by our excellent support staff.  This business strategy decreases our overhead and operating expenses, and provides us with access to a wider range of personnel.
